Meet the Providers

Lisa Tedford, FNP

Lisa is a Hood River native. After graduating from the University of Oregon with a degree in Human Physiology, she adventured away from the Pacific Northwest, eventually landing in the southernmost tip of Texas in South Padre Island. Her undergraduate and graduate nursing degrees are both from the University of Texas Medical Branch in Galveston, TX. She is licensed by the American Academy of Nurse Practitioners as a Family Nurse Practitioner. As a nurse, she worked in Neonatal Intensive Care and as a Nurse Practitioner, has worked in Public Health/Sexual and Reproductive Health and Postpartum/Lactation care. She joined Summit Family Medicine in the Spring of 2022 to pursue a desire to be involved in the care of her community, all ages and health concerns. She has an International Board Certification in Lactation and loves opportunities to support mamas and babies in the Primary Care setting along with assisting all patients achieve their health-related goals. Outside of work she can be found enjoying the outdoor endeavors her Gorge home offers in the mountains and the river along with her husband, 2 kids, and pup. 

Nic Buser, MD

Nic Buser loves life. He knows health is the foundation to getting the most enjoyment out of life. He wants to help keep you working hard, playing hard, and getting the most out of your life.  He views himself as a health consultant harnessing the most current treatment guidelines along with your health goals to achieve a unique treatment plan for you.  He provides care at all stages in life including newborns. When he is not in the clinic or in the hospital, he is most likely enjoying time with his family and dogs. His guilty pleasure in life is tinkering on old cars and trucks.


Carmen Vance, FNP 

“Carmen Vance is a Family Nurse Practitioner with more than 15 years of experience in providing healthcare services. As a nurse she worked as a travel nurse in a variety of settings including medical and surgical wards, oncology, infusion and IV therapy.  She has practiced in Alaska, Florida, Oregon, Washington & the US Virgin Islands.

Originally hailing from Southwestern Idaho, she moved to Hood River with her family in 2017. She holds a Master’s of Nursing from Oregon Health and Science University in Portland, Oregon and completed her undergraduate degrees at Boise State University in Boise, Idaho.

She strives to create a warm and welcoming environment where individuals and families feel comfortable discussing their healthcare concerns and goals. She’s a strong advocate for health promotion and disease prevention, and works collaboratively with patients to develop strategies that support their overall well-being.

Outside of professional practice, she’s most often spending time with her family- two daughters, Stella & Willa, husband Chris & their Newfoundland dog Hank. Carmen & her husband enjoy vacationing to warm locales for scuba diving. Her free time is also spent reading historical fiction & crafting, sewing or preparing new and delicious recipes for her family.
